  17. <p>     Italy's new leader faces a crisis only hours after forming
  18. a government
  19. </p>
  20. <p>     CARLO AZEGLIO CIAMPI, Italy's new prime minister, hit the
  21. ground running last week--and almost stayed there. Hours after
  22. swearing in his Cabinet, Ciampi faced his first crisis. The
  23. lower house of Parliament voted in a secret ballot to let former
  24. Prime Minister Bettino Craxi avoid trial on four of the most
  25. serious of six charges of corruption and election-law
  26. violations. The votes came either from his old cronies or from
  27. opposition legislators who want to force new elections.
  28. Thousands of people took to the streets in Rome, Milan, Genoa
  29. and other cities to protest that cowardly display of cynicism.
  30. Ciampi, 72, who has no party affiliation and who is an ex-
  31. Governor of the Bank of Italy, vowed to soldier on.
